I would say run BF3 and see how that runs, then subtract 10-15 fps that's probably how BF4 will run.
A sort of "custom" setting will probably be ideal for the 650ti since it has 2gb vram you should be able to enable the highest quality textures, but things like "shader quality" or "fx quality" (not sure what BF calls it) will probably have to drop to medium for BF4.
And btw... PS4 and XBone apparently are running the game at 1280 x 720. (just typing that makes me sick to my stomach)
