Simple. Cops park on the side of the road and if they see the person behind the drunk driver not making a call, they pull him over and fine him for non-reporting. If he does call the police, they pull him over for using his cell phone. Win-win!

its a bylaw here. Due to where I work, we are obligated to report any one that might be under the influence of alcohol or drugs. All the perp has to say is that they went there for something. The police in turn talk to us and we can be charged if we didn't report him.Originally posted by: KK
