Raw Read Error Rate value buggy on Corsair Neutron?

My 512GB Neutron has a raw read error rate value of "1" (raw value 0x00008104) after 2-3 weeks uptime. This is at least the 3rd time this has happened, if I COLD boot, the counter will reset to near 200 with a raw value near 0. Windows restart does not reset it.

CrystalDiskInfo, Stablebit Scanner, & other tools list this as a problem, with a manufacturer threshold of "6" for this value. The explanation in the Stablebit Scanner is

Indicates the rate of hardware read errors that occured when reading data from a disk surface. The raw value is a count and not really a rate. It's only meaningful when monitored while reading or writing. It wraps around to 0.

Even though the drive is not in danger of imminent failure, the drive is operating past manufacturer specified tolerances. This can be due to age or hardware problems.

Apparently these are all soft errors -- Windows has never seen an error from the drive, and the retired block count and uncorrectable soft read error rate raw counter is 0.

Is this a real hardware issue? Or is the firmware just buggy and doing some BS function from the raw counter instead of really calculating a rate? The fact it consistently takes ~2+ weeks to get to the threshold logical value and resets on a cold boot makes me suspect the latter.
