I believe this is on a lot of the Wii games. I think they do this for the purposes of overscan which would crop the top edges and sides of the screen. This would hide parts of the picture that are generally reserved for life bars, stats, etc. Some flat panel TV's still do overscan while others do not (mine does do some overscan as I do not have any bars on the tops or bottoms and the zoom feature on a 4:3 image crops the picture more than it should). It's still probably 16:9, just that they've reduced the overall size of the image by a small amount and it's better than the GC version since it uses the entire vertical resolution.
