NM, I found it. The Rebate Guarantee terms say nothing of Certified Mail and neither does the rebate guarantee claim form. I'm not going to worry about Certified Mail when Certificate of Mailing provides the "proof of mailing" they are requesting.
Since y'all just argue around the matter:
Before you call us...

1.
You must have followed all rules posted on the manufacturer's rebate.
2.
You have copies of all documentation associated with the rebate.
3.
You must have submitted your rebate on time, in compliance with the manufacturer's postmark requirements. Sorry, but
WE CANNOT GUARANTEE a rebate if the claim was submitted late.
4.
You must supply us with proof of on-time submission (i.e.: USPS Return Receipt).
5.
You must have allowed enough time for the manufacturer to process your rebate (typically 8-10 weeks).
If you have complied with all requirements listed above, and have yet to receive payment or a denial letter (and you have allowed 10 weeks for processing) PLEASE CONTACT US IMMEDIATELY!

Seems they want a return receipt to me.

Let's face it - if the rebate center claims they didn't get your paperwork (which could happen if they lose track of it), then you have to be able to prove they are wrong. A signed return receipt is proof.

Ive done about 15 or so tigerdirect rebates with ZERO hastle over the last year or so.

The only thing thats killer for me is the tax because I live in florida and there out of miami.

But about the rebates, I think its a trend for the few who got screwed to make the loudest noise. Maybe they were horrible with rebates before I started doing business with them. Maybe people dont know how 2 fill out rebates... I have no idea, but my dealings with them are as stated above, nothing but good.

I'll start doing rebate deals again when the merchant pays me instantly and dicks around with the vendor themselves.

One thing which might explain this recent "we will help you" is the recent (March 11th) slam on CompUsa by the Feds
?When it comes to rebates, retailers must deliver on their promises,? said Lydia Parnes, Acting Director of the FTC?s Bureau of Consumer Protection. ?The message to retailers is clear ? the FTC is on the beat and will take action if you advertise manufacturers? rebates when you know they aren?t honoring their promises.?

you dont have to have certified for return reciept I do it all the time

Td has tried a few times to clean up their image, this rebate promo is the latest. Previously they joined these forums (bruce) to address questions directly while providing his email and phone number to be a direct contact for any issues that weren't resolved satisfactorily. Iirc, he disappeared after not too long and some AT'ers had problems contacting him.

So in other words I trust their desire this time to improve things, but am skeptical towards their desire to followthru over the long haul.

ps - I trust the authenticity of Tcsenter's post reg. TD, and think its informative. Myself I always use certified mail for all rebates >$10 (its a matter of principle of not allowing fulfillment centers to rip me off, again) so their guarantee requirements are a non-issue to me.

IOW, they do not require that your rebate submission be received by a certain date, rather that is postmarked by a certain date.

The form you have to fill out for TD if you don't get your rebate has two lines on it:
1. Date of postmark
2. Date rebate was submitted

If all you need is a postmark date, what goes on the second line? Things that make me go hmmm...

I have never tried to get a rebate from them. Have seen both pro and con stories. Their site also says "TigerDirect.com assumes no liability or guaranty of payment of third party rebates."

edit
Just saw this:
"To qualify for the TigerDirect Rebate Guarantee you must comply with the following:

Complete the attached rebate form and follow all the instructions that apply.
Submit the rebate via Postal Service: "Certified Mail Return Receipt Requested" by the required postmark date to the address on the rebate form.
Please make copies of all materials submitted:
Rebate Form
UPC, Barcode or Serial Number
Invoice or Receipt
Postal Tracking Information
For more information on the TigerDirect Rebate Guarantee Click Here.
Please Note: Maximum of 5 Rebate Guarantee claims per household per year"

That takes away $3.60-$4.05 of your rebate, right there.

You wouldn't need a return receipt. Certified Mail is proof enough of delivery. USPS retains the certified mail record for 2 years so nothing to worry about.

After being ripped off largely by TD, the company I worked for went to court against them.
I had repeatedly talked to a rep "Omar" and was a witness in that case.
We were surprised that the whole day each session at that courtroom was about TD and their scams. It was all so similar, just the items and situations were different.
But the judge -instead of recognizing a clear pattern of fraud- would consider each and every case "without bias".
We were offered a settlement and arrangement (only half of the money back and the return of some of the used junk they sold to us and others as "NEW" and with WARRANTY"), and the judge made clear that we should take it.
Or else...

I learned two things that day:
1) TD continues to rip off people.
2) You won't get a fair treatment from a bribed judge.

Later that year the FTC filed charges against TD, but contrary to their oath TD continues to scam people.

TD finally withdrew from BBB and similar entities where frustrated people would turn to.

And I am amazed to see how many "bots" they have on FW and similar boards who praise them or their junk.

What happened to TD's "I am here to help" bot? He was going to take care of all the rabtes in 2002!

One thing I must admit: they have a great marketing team which seems to find enough idiots who purchase from them.

The FTC charged them too.

And to the "they have changed" bots: go f*ck yourselves, not us.

This is the same old FTC complaint and BBB file that has been circulating since 1999, no new complaints or FTC actions have been added to their file. You also overlook an easily overlooked statement:
However, the company has responded to most complaints presented by the Bureau.
Far from claiming Tiger Direct has 'changed', I am contending they're still the same Tiger Direct I've dealt with numerous times with satisfactory results. I can't speak for anyone else, nor do I actually know someone who has a grievance with TD. As long as TD treats me right, I'll continue to patron them.
Why is the Ultra 512MB PC3200 DDR 400MHz Memory CL3 now final price $29.99?
The offer was good only from April 6 - 8.
