Rejected! Rebates Get Harder to Collect --- As Cash-Back Offers Multiply, So Do Obstacles to Consumers; Best Ways to Get Your Check

COMPANIES ARE OFFERING RECORD numbers of mail-in rebates on everything from shampoo to shotguns. But try actually getting one of them.

To move merchandise in the tight economy, companies have spun themselves into a rebating frenzy. The pace of offers has picked up in just the past few weeks: amazon.com is in the midst of a "40 days of $40 rebates" promotion, and Gateway, Apple, eMachines and Compaq just jolted the PC market with a slew of new offers.

But the surge in rebate offers, combined with some changes in the way they are processed, is making it harder than ever for you to collect. The rebates are often contingent on a long and sometimes onerous list of terms, some of which are written in small print on the backs of rebates forms. On top of this, many companies now subcontract rebate processing to firms that then do their own subcontracting, making it that much trickier for customers to track missing checks.

Sony, for example, initially turned down more than 25% of applicants for a $100 rebate on its Vaio laptop for failing to meet the conditions. Microsoft is currently promoting a $300 rebate on a $549 Visual Basic software upgrade -- but to qualify, customers must have the cardboard box that the original software came in -- a tall order since many first purchased the product in 1998. (Microsoft has loosened the policy slightly, but hasn't changed the wording on its rebate form.)

State and federal regulators are starting to crack down on misleading rebate offers. Florida's attorney general recently filed a complaint against CompuServe for failing to pay $400 rebates to dozens of customers who had signed up for three years of Internet service. Texas settled with CompuServe over the same issue. The Federal Trade Commission has taken action against several electronics makers for routinely paying out rebates months late. They include Memtek Products, which makes Memorex disks, and UMAX Technologies, which makes scanners. In the past year, complaints lodged with the Better Business Bureau against TCA, which processes rebates for CompUSA and Microsoft, have doubled.

And that's just the more-established companies. In March, New York's attorney general warned consumers about Web retailers that sell at inflated prices promising generous rebates. One such site, CyberRebate.com, filed for bankruptcy-court protection, owing customers $90 million in rebates; one particularly exuberant shopper is owed $90,000.

Of course, to some degree companies that offer mail-in rebates have always banked on your laziness. Only 5% of offers are claimed by consumers, which allows companies to advertise low prices without having to absorb the cost of a flat-out price cut. Claim rates rise with the value of the rebate, but even on electronics, redemption rates are still only 40% on average, according to BDS Marketing.

Despite the low redemption rate, companies routinely reject applicants for any violation of their strict "terms and conditions." On one of Sprint PCS's latest promotions, the fine print stipulates that customers must have a "preferred credit rating" to qualify. Failing to write in the date of purchase (even if it's printed on the receipt) or sending a photocopy of the receipt can also be cause for rejection on many rebates.

Part of the problem is that many companies aren't equipped to follow through, says Michael Dershowitz, a senior attorney at the FTC. "They don't realize the demand they're creating," he says.

Serial outsourcing can also lead to quagmires. Last month, Bryan Turner, a 34-year-old San Francisco resident, attempted to track down a $40 Nokia phone rebate he sent away for last September. He soon found himself in a puzzling e-mail dialogue with Nokia customer service. "We at Customer Care NokiaUSA do not have any authority regarding rebates and promotions," read one e-mail.

Mr. Turner's rebate, for a Nokia 5165 phone, was being handled by Young America, one of the nation's largest rebate fulfillment centers, located in Minnesota. Since Young America handles upward of 20 million rebates a year for dozens of clients, mix-ups are inevitable -- and in Mr. Turner's limited experience, not unusual. Both his roommate, Rob Peacock, and his roommate's mother, Catherine Peacock, had similar problems with the Nokia phone rebate.

A Nokia spokesman says that 97.7% of qualifying applicants received their checks on that promotion within seven weeks; he says 15% of applicants were rejected for failing to follow the offer terms.

Certain fulfillment houses have particularly abysmal records. TCA in New Rochelle, N.Y., has an "unsatisfactory" record with the New York Better Business Bureau, which received 109 complaints about TCA in the past 12 months, versus 44 in the year-earlier period.

Peter Kuehnel of British Columbia isn't surprised. When he tried to cash a $15 check last month issued by TCA, it was returned -- for insufficient funds. "Then the bank charged me a $3 returned-check fee," he says. The check was a rebate for 256 megabytes of Kingston Technology RAM that Mr. Kuehnel had purchased.

TCA calls Mr. Kuehnel's experience "a fluke," and says the company accidentally bounced 200 checks last month because of a technical glitch. The company has promised to re-issue all checks.

If you are talking about the 2 $30 (each) 40GB OD Maxor'Bates - one (OD) from Walled Lake came last month - and the other (Maxtor) came from Coppell TX last week. I ended up paying less than $20 for it (nice HD!).

Since I posted last and there was some questions on this, I will do an encore.

Also. if any of you got an Epson C62 - there is a $20 Epson MIR due November 30. Mine goes in the mail tomorrow.

i got in on one of the officemax cendyne rebates a while back and i've been checking the status online and it's been saying that it will be processed in the next 30 days. the only problem is it's been saying that for 2 and a half months. is this common?

The UPC was located on the capacity label where it wrapped under the box (so UPC was on bottom of box). So I just sent the whole capacity label with the UPC on it.

As I said before when you check at wheresmyrebate.com just enter your last name and your zipcode. If you enter the street address and it isn't an exact match it will not show you your rebates.

most likely the rebate form will ask for the whole label include the upc and the "80G" word, just cut the whole silver label out.
BTW, got the $165 rebate for Accounting 2003 from staples (sent in copy of upc and front page of manual, was invalid, but call to explain there is a upgrade rebate and they valid it)
and a $25 from OD for Centon 256 DDR.

I just now received my $50 Pinnacle PCTV rebate that I sent off on April 9! New Rochelle kept saying that my rebate send date was being pushed back so I finally got ahold of someone at Pinnacle who called New Rochelle and told them to send the check and I received it five days later.

I'm still waiting for my Cendyne rebate as well. It's been exactly 2 months since they recieved the rebate. I called their CS line and it's all automated. I'm getting pissed.

On the free cd player, I recieved a little postcard about a week or two ago saying that they ran out of cd players. They stated that they'll get me one as soon as they have some more in stock.

TCA rebates really do suck. They lie like there is no tomorrow. I can never get there names because they give false names.

Anyways, still waiting for an Imation rebate for a 50 pack of cd label refills that I bought in April. It was approved and they still haven't sent the check. It still seems like everyone that sent in the rebates for this has not gotten a check. I checked different zip codes and have not found one person to whom the check was sent. Files a BBB complaint and might with the other agencies. Last time this happened I never got my rebate and they lost all the info after the rebate was approved.

I just received the $30 rebate for the Pinnacle PCTV from Compusa a few months ago. The received my submission about 4 weeks after I mailed it (yeah, right) and notified me the rebate would be mailed the end of November. To my surprise I received it 2 weeks early!

Has anyone who purchased the 80 GB Maxtor HD from Staples and submitted multiple rebates ever receive them? I submitted two (2) and both are still showing that they will be mailed in the next 30 days. Unfortunately it has been saying that for almost 60 days!

Thank goodness for that rebateplace.com link above. Amazon took the rebate off before I remembered to get it.

In other news, has anyone else still been having troubles with Ivista Inetcam from OfficeMax back in March? I never received my check and I have called, left a message once which promised 72 hour callback. Then I called again 2 weeks later and spoke to the phone operator and she gave me a rude response that it takes about 24 hours, 1 workday until I would get a callback. These people have been trouble from the start and they discontinued the number on the rebate form, posted a new one on their website and have since discontinued that one. Does anyone have any advice on how to proceed? It is $40 and I'd really like that money. They will not connect me to a person there and I suspect that they have no intention of returning my call at all. Thanks in advance.

If you have a problem with OfficeMax rebates (like I have) I recommend you talk to the store manager the next time you visit. Last year I bought one of those cheap modem that were FAR. Well, the rebate was never going to come because of a prob between the fulfillment house and the manufacturer. The store manager took care of it and I got the rebate.


Rebates should never be this much hassle but some end up being that way. I use the general rule-of-thumb: Is it a good deal without the rebate? If the answer is yes then go for it. If no, then am I willing to assume the risk that it will never be received?

I have a question about Staples rebates.

I went through the online rebate center, and registered them, and it told me that I didn't need to send the receipt, just the UPC code. Well, I just checked them today, and it tells me that they are sending me a postcard because I didn't include the original receipt.

From now on, I will send the receipt, but this time, should I just send it, and will they take it if it is a day or two late?

Received the first one last week. The second one was denied though I had sent the UPC photocopy and a printout of the email from them saying it was OK to send a copy. Called and they changed the status to approved. No ETA on the second check yet.

Don't 'Just Send' anything related to rebates.

Read the story at the beginning of this thread about tactics used to deny rebates.

WHAT TO DO:
(1) Make copies of everything
(2) Follow the directions on the rebate form exactly
(3) Get everything in writing and comply exactly with any instructions given.

If you 'just send' the receipt, kiss your rebate goodbye. Instead, put together a complete rebate package as described on the rebates form's requirements and resubmit it with a copy of the notification. That will show that you have a right to resubmit and it will provide all of the info they can request, all at once.

Has anyone ever sent a copy of their receipt for an Electronics Boutique rebate/giftcard offer? The rebate forms I have seen for video games and other offers have always said original receipt. I got in on the Gamecube bundle $50 gift card rebate, says send original......Store Manager told me to send a copy and keep original for extended warranty purposes. I am just hesitant to do so. I would rather keep a copy of receipt for myself and send original with rebate. He assures me they will accept a copy. Any advice?

I have been doing rebates for years, so I know that Best Buy, Staples, CompUSA and others usually only want a copy. I have never sent a copy to EB rebate.

I received my two rebate checks of $150 each from Dell yesterday for the purchase of desktops PCs that I purchased in mid September. Also received my ebates check for the purchase of those two systems.
