Tough call. Looking at that link you provided, however, I don't see where it says that particular monitor is refurbished. It says " Special Notes: Pulls from working environment. Not new Inventory." It also says it comes with a six-month free exchange warranty.
Chances are it's simply a used monitor, not refurb'd at all, and you have no way of knowing how many hours it has been on. Again, tough call. If was just used 8 hours a day in some office or something, and only for a year or two, that might be a good deal. If it was on 24/7 or something though, and it's 3 or 4 years old, I'd shy away. But, of course, how can you know?
If you really wanna delve deep, maybe call Azatek and ask them to read you the "manufactured date" off the back of the monitor (if there is one, and if they'd be willing to do it). If not, ask them for the serial number. Then call NEC and see if you can get them to tell you the date the monitor was manufactured (they can do that with the serial number). Might give you at least some idea how long the monitor is likely to have been used so far.
I thought about buying a monitor from Azatek a couple years ago, so I know they've been around a little while. I don't know much else about 'em, however. Good luck.
