Yes it did, but you can also add many (though not all, IIRC) of the later patches and updates via slipstreaming as well. And I also recommend enabling Windows XPs firewall. It's simple, free and will keep you safe from Blaster (though I personally don't rely on it for much more than that). Correct me if I'm wrong here, but I'm pretty sure MS03-039 came out after SP1.
