I think there is a revolving state fund for annual infrastructure upgrades. (Taxes)

Water rights should be a federal issue not a state one. It stupid when other states get flooded while California, Nevada, arizona and others are in need of water.

More or less, yeah. I do run it through a water softener, at least when I remember to add salt to the water softener. Oh, and I run it through a whole house filter as well. Delicious water.

Uh, no. I pay for the processing of the water to support the infrastructure necessary to do so. My usage of water does not destroy the water, unless I'm conducting electrolysis experiments and trying to produce large amounts of hydrogen.

Besides, when we move either very soon or in a few years, I'll likely be buying a house with well water. So, yes, it requires no industrial processing from there to the tap.
