I just want to add some keys from European languages to my normal keyboard, so I can use them in all programs. This can be such a pain ...
I found this link on the web googling around but it did not work:

I basically want to add some special characters to my normal keyboard layout.
Ideally I would access them by pressing Ctrl + Alt + E for example for É or Ctrl + Alt + A for Ä (and Ctrl + Alt + a for ä).
Otherwise I would like to assign those keys (for example) to the right-Alt or the right-Ctrl or the Caps-Lock ....
How can I do this? The above way did not work ...
(For that I tried the following
[HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Keyboard Layout]
"00000409"="KBDUS.DLL"
"Scancode Map"=hex:00,00,00,00,00,00,00,00,02,00,00,00,5B,E0,38,00,38,E0,00,E4
(wanted to change at least right-Alt to ä)
