I had to reinstall windows, before I did that I was able to set my resolution to 1280x960 at 85 hz which is the correct ratio for non widescreen monitor. Now that I've reinstalled windows and the video drivers when I set it to this setting for some stupid reason I have to scroll the screen around instead of seeing the entire screen at once. This monitor can easily accept 1600x1200 at 100hz so too many hz is not the issue, as I stated before I had to reinstall windows I was going 1280x960 with no problem. What is causing this? How can I get it to display all of the screen at once?
