If you need a quiet power supply your best bet is to buy one that overshoots the needed capacity, say an Antec 480W, then mod it to turn the fan down really low.
The thing about quiet is that it's not about eliminating fans, unless you only want a very low performance system OR don't mind a significantly reduced lifespan, early failure. Otherwise the heat has to go "somewhere", the way to keep it quiet is minimal RPM of fans, and those serving as exhaust from the chassis are very important, especially at source of heat like PSU. If you don't have an exhaust on PSU but DO have an exhaust fan elsewhere, what happens? Air gets sucked IN through the PSU, gets heated up in PSU, and heat is being dumped into the case... exactly the opposite of the desired goal.
Otherwise the price is ludicrous too, a different casing and heatsinks might account for $5... at that price it should completely eliminate any particularly heat-sensitive parts like electrolytic (wet) capacitors, using solid types instead which of course are more expensive.
