I'd turn "Skills" into a "summary of qualifications" and put it up top. A bit odd that it sits in between Experience and Education.

the sad fact is that a computer is going to read your resume and add your 'qualification' key words to a database. you need to add ALL of the key-words you can think of that are even tangentially related; because some PHB is going to click a few he thinks are important and if you don't have EXACTLY that, you're screwed.

Because "skills" are subjective, this is you being a salesman.

"Experience" and "Education" are facts, things you have done. This is you listing your record.

It is odd for the facts to be broken up by a salespitch. Either drop the sales pitch, or put it at the top as an intro to the facts.

Looks nice, although I'd agree with reordering things. Education, experience, skills, or perhaps experience, education, skills.

Made in LaTeX? Mine looks similar, although the styling is a bit different. PM if you want to see what mine looks like (too lazy to edit it sufficiently).

Looks very nice and professional. I disagree about where the education should go. If you were straight out of college and had no experience, then yes put it at the top to highlight it (since it's all you got!). Since you've been working and have experience, that is going to be the more important factor.

Also, everything I've read about resumes says to put an intention or goal on there, i.e. "My objective is to obtain a position that lets me utilize my skills in x...". Personally I feel that part unnecessary (you are in fact applying for the job as any idiot could tell), and I certainly wouldn't do it if it made the resume go over 1 page, it's just what the guides say to do.

Nice choice of fonts and if you get it printed on some good paper I think you'll be set.
