my friend says it doesn't change, it changes for me though.

i dont see how you could possibly see her spinning any way but clockwise.

and i made a concerted effort to perceive it the other way. i just cant get around the way the body moves. the legs, hair, arms, everything indicates one direction and one direction only.

Nah, an optical illusion is just that: and illusion. She doesn't' switch directions, but there's so little detail that it's easy to trick your brain into thinking it's going in the other direction. The .gif never switches directions.

it's a silhouette. it can't "change directions" there will never be enough information for your brain to determine conclusively one way or the other. though it will simply assume a direction of spinning based on the movement and perceived persistence of form. and since it's an assumption, it can go either way. you, or at least i, can force the assumption to go either direction.
