I didn't say it was TSMC, I agree it's the order to product time mostly, but it could have been just AMD waiting for TSMC 7nm to improve before ordering larger quantities, at which point even if they did order huge quantities it would take a lot of time to reach the order magnitude.The problem with supply is not due to TSMC lacking capacity, it's due to the production lead time being 2-3 months from initial order to finished product, and apparently AMD didn't predict the launch demand well.
Either way with Ryzen 3000, RX 5000 and now Rome, it's likely that supply is going to be tight for a while, so unlikely to see Threadripper launched this year. We might see an announcement this year, but a hard launch most likely Q1 2020.
