Depends on the rest of your rig. If you have over a 2.0ghz cpu and 512 RAM, then the 6600GT has more 'breathing room' then the 9800. It also depends on the games you play,as CS isnt going to push your system like UT2k4 will. So if you want to play new games six months away from release, the 6600GT is a safer bet simply because of its hardware muscle compared to the 9800 Pro.
DoH: I could have just read your system specs... hmmm, your 1700+ is borderline,as even the 9800 would probably be waiting for the cpu to catch up.
