What you linked is part of Ukraine's crackdown on the estimated 7,000 or so Ukrainian men who have illegally acquired a white ticket, the exemption card they have. If they are still within Ukraine and are located, they are arrested. Do you have any proof he was sent to fight instead of jail? I believe it's punishable with up to 8 years in prison. Russia has had tens of thousands flee rather than 'fight for your country,' and those numbers would sky rocket over night if they were allowed to leave. Russia wishes it had the drive Ukraine does. You don't see Ukraine shooting their own soldiers or beating them if they asked to get paid or rotated as per contract.
