That is a bit more than 1 per critical power station / high voltage substation across Ukraine (~150 or so across the country), although with bonus of overlapping partial coverage for population centers. But it demonstrates the daunting scope that is needed to protect civilians in the near term from Russian terrorism in a defensive mode, without even dealing at all with the battle fronts - which also need anti-air coverage.

There HAS to be a way to stop/intercept these shipments. It isn't possible to do them in complete stealth.

This isn't the same as blocking an oil ship for economic reasons. Full blockade and inspection of all ships is warranted. Full air cargo blockade should also be possible.
