they would probably have more if private conscriptovitch hadnt been ripping out the copper wiring and the gold parts out of the electronics to sell to metal recyclers over the decades leading up to the war.You just can't park stuff outside in the far east for decades and expect it to be in good shape. They have way way fewer operable tanks than both their MOD thought and they'd like the west to believe.
