In regard to the referendums being hastily done -
Some basic analysis of how things may change for soldiers in the event Russia formally annexes currently occupied territories even without full mobilization.
- Russia will be able to send regular conscripts to serve on occupied territories (without participating in combat). Not that they didn't do this as is, but they'll be able to ramp it up under a fully legal pretense.
- Contract soldiers can be sent to fight on annexed territories without their say. Again, didn't stop anyone from sending a bunch of people to 'military games' in the first days of the war, but if then some soldiers managed to not go, and then go to court and win, when they were branded as deserters, now they'll have zero recourse.
- Soldiers won't receive any bonuses/per diem for being deployed abroad. May or may not happen, but without another law addressing this, they'll be downgraded to regular pay, as if they serve somewhere in Voronezh
