Thats basically their doctrine. Overwhelm with numbers and fuck the loss rate. It works when you have 10:1 forces and twice the loss rate. It becomes a losing proposition at 3:1 forces and 5x loss rate.
Their paper doctrine isn’t that way, while they may accept higher loss rates than NATO operations they plan to use their forces responsibly and try to manoeuvre rather than fight endless head on battles into prepared defences.
Their doctrine in reality has become what you say because they just don’t have enough units with the skills required to do anything but fight head on.
