From what I saw in BBC documentaries, his youth group "Nashi" is willing to commit vote fraud to get him few extra % even if he is sure winner anyway. This group is also (IMO, for good reason) called Putins Hitler-Jugend.

Of course he didnt get the vote in chechnya.....Its not about fraud. The problem with Russian elections, and not only Russian, is that there is no real choice. Did Putin really get the popular vote? Sure! (with the exception of Chechnya). Was there really a solid choice among candidates who ran against Putin? No! The closest runner up was a commie zombie, followed by a ultra-nationalist clown. George Carlin said it best.
It's not either or about fraud in Russia and Bush/Gore. There was certainly a long list of problems and corruption in the Bush/Gore election costing the winner the office.
