Rx 480 throttling at 60 degrees

Greetings

I have a weird issue, where my gpus core clock starts to throttle after reaching 60 degrees.

Here are screenshots of both the witcher 3 and firestrike:

I have tried different drivers and replaced the psu. I have tried all sorts of software tweaks, including raising the power limit.

I am out of ideas and I wonder if it could be an issue with the TDP.

I may be wrong, but the gpu clock is also dependent on the gpu load. When the gpu load is light, the core clock is also lowered.
So, your gpu may not just be throttling because of temperature.

Doesn't GPU-Z tell you that the card is throttling and why it's throttling?

I may be wrong, but it can also be that if you have selected Vsync enabled, the gpu card will draw frames with a max of 60fps.
Let say that for some game, the gpu card can do 80fps easily. That means that when only having to render 60fps, the gpu will wait before it starts drawing again. And perhaps the gpu will lower its clock for a short moment because the gpu is idle. Maybe someone can confirm this, i have no idea how fast the rx480 updates the core clock depending on load. It can be that the gpu switches between two clock p states all the time for example between 6 and 7, giving the impression that the clock is throttled.

That seems very odd. Is it a reference card, or some third party design? I'm mainly asking due to the fan speed - if it's not a blower cooler, 2500rpm to maintain 60 degrees at 950MHz seems ... excessive.

Have you checked WattMan to see if there is something off with your thermal limits? The RX480 shouldn't throttle until 80+ degrees, no matter the card. Perhaps some setting got borked during a driver install/update?
