Every chip is different. Not every single one hits the lottery. Depends on board you have, and memory. So many factors as well. Power supply even. We simply cannot tell you...but for the most part, you should be able to get another 400 Mhz no problem...as for voltage, again...we don't know.

3.8 is about the average overclock across the range. So yeah a 1700x chip being rated at a higher speed than a 1700, increases it's likelihood of being OC'able up to 3.8. But like everything there is no promise.

Check my sig. It was easy to get 3.8 with a low vcore and really nice temps. I could get mine to 4 ghz but temps and vcore had to be raised to 1.38 or so.

In my 3.8GHz test, I used 1.2675 vcore, but that was with SMT disabled. Slightly more voltage is required with SMT enabled, so my 1600 would probably have needed almost exactly the same vcore as your 1700x at 3.8. I never tried 4.0 but did run a short-term benchmark at 3.975 @ 1.35 vcore -- but that was probably not torture-test stable.
