Well, I was able to push my Ryzen 5 1600 to 3.80Ghz, finally, using a CoolerMaster MasterLiquid Lite 120 120mm AIO CLC kit that I picked up from Newegg.com for $39.99. Running currently at 1.3250V (just kind of winged it at that voltage, haven't tested others), peaking at 70-71C after an hour of BOINC 10-thread load running PrimeGrid.

Not too shabby.

I wasn't able to get 3.80Ghz stable at any voltage using the Wraith Spire, so I consider this a Win.

And the naysayers that said a 120mm Rad CLC AIO was worthless... well, it's not. It's definitely better than the stock cooler. Maybe not as good as a 240mm Rad AIO CLC, but I don't have room for one of those in my case.

Hardware:
CPU: 1800x
Cooler: (Liquid, 280mm) Corsair H110i
Ram: GSkill TridentZ 2x16 GB F4-3200C14D-32GTZ
Mobo: Asrock Fatal1ty Professional Gaming, 2.30 Bios

OC:
APU/PCIE Freq: 108 Hz
(Frequencies posted = BCLK OC * Multiplier)
PState0: 4050 MHz @ 1.35V
PState1: 4050 MHz @ 1.35V
PState2: 2187 MHz @ 0.75625V
CPU Load-Line Calibration: Level 2
Ram: 2880 MHz, 16-15-15-15-36 @ 1.35 V
VDDCR_SOC: 1.0V
VDDCR_SOC Load-Line Calibration: Level 2

Running stably on OpenSUSE Tumbleweed.

Edit: Criticisms and suggestions are both welcomed and encouraged

Updated to the 2.40 bios with AEGSA 1.0.0.6. The ram is now capable at running 3200 MHz, 15-15-15-15-36 @ 1.35V without any BCLK OC. Didn't stop the OC train though. One thing I did have a problem with is that my PState2 no longer worked. I got a "0C" error on the board which I assume is some sort of not-enough-voltage error. I had to noodle with the voltage some more to get it to work. Somewhat disconcerting that I had to bump the voltage up as much as I did to get it stable at nearly the same frequency.

New OC:
APU/PCIE Freq: 108 Hz
(Frequencies posted = BCLK OC * Multiplier)
PState0: 4050 MHz @ 1.35V
PState1: 4050 MHz @ 1.35V
PState2: 2177 MHz @ 0.856250V
CPU Load-Line Calibration: Level 2
Ram: 3311 MHz, 16-15-15-15-36 @ 1.36 V
VDDCR_SOC: 1.1V
VDDCR_SOC Load-Line Calibration: Level 2
