We need that money for a partial barrier because people who have walked 1,000 miles aren't going to walk another 100+ miles to avoid the fence that 5.7bil would provide.

They are speed bumps. They are not structures you can just leave unattended and expect it to function.

You still need border patrol constantly checking them, tracking the people around the area, and searching for holes and tunnels.

It's a complex situation that needs studying and serious investigation of it's going to be usefully improved and ensure money well spent.
