'The school rules clearly state that there are to be no "unnatural" hair colours on students.
The shade of blonde that they chose is a natural hair color for some people so I don't see how any rule was broken.

however like any handbook for school I've ever read I'm sure the rules state that enforcement, interpretation and modification of rules are left up to administration.

If you read more closely, you'll see that she is not claiming that is HER natural color, only that the hair color is a natural shade thus fitting with school rules:
