Yes, the rules will probably have such a caveat, but blonde is a natural hair color. Maybe not for those two in particular, but it is a natural color.

If you read more closely, you'll see that she is not claiming that is HER natural color, only that the hair color is a natural shade thus fitting with school rules:

Duh? I know that. I'm calling "LIES!" on that being a natural shade of blonde. Except for maybe albinos.

My niece isn't an albino and her hair is blonder than either of theirs (and it's not dyed).

When I was younger, my hair was that color. As I've gotten older its darker. However, I knew a girl in high school who's hair was naturally that color. So blond it was nearly white.

Yep, same here. But my older sister has remained blonde all her life. I basically had albino white hair in the summer, half due to the fact I was always outside and my hair got bleached by the sun, but my hair was still very blonde year round, at least as light as those two girls, when I was up to about 9 or so. Now it's a light brown. My sister had like platinum blonde hair, and at this point its still blonde but she has naturally darker hair mixed in, and it actually looks a bit like those two girls, but a little darker, more evenly mixed, and not dyed one bit.
