She's an elected official. The only way to remove her from office before the end of her term would be through impeachment or resignation.

Seems like everyone is asking for fines instead. Makes sense because if you've waited this long to resolve the issue you'd like her to either resign or sign the certificate. I know I would be disappointed if the back up person signed mine while she was in jail.
Well if she has a shred of moral integrity she will resign. If she goes ahead and signs certs, it just means that her supposed ethics can be sold at the price of her salary.
