My contract expired this month. I got an email offer to upgrade to the Pro 3Mbps plan @ 17.99, but the online upgrade would not work. I figured it was because I have one of the original setups from 1999 where they gave everyone a static IP. The renewal page only offered me a static IP plan. I called in to get the upgrade and was informed I'm too far from the CO to get 3Mbps. They'd have to "reprovision" me to the remote portal which is only 1100' away. My service would be down ten days to do this! I asked for the 12.99 1.5Mbps plan and got the "new subscribers only" spiel. CSR said not even the managers can override this policy anymore. The CSR did explain that if I canceled my DSL, I could reapply online as a new subscriber after a few days. I'd have to buy the new modem (FAR, $13 S&H), but I could then get either the basic 12.99 plan or the Pro plan. I could have service back within 10 days, the same as if they did the "reprovision" of my existing line. My dialup account and email address would continue active during the DSL outage (30-day grace period for cancellations).
The bottom line is, if you're an existing subscriber and want the $12.99 rate, you can get it if you don't mind using dialup for about 10 days. Cancel your DSL, wait 3-4 days to reapply, then you'll have DSL again in another 5-6 days. CSR said to apply before noon to avoid losing a day in the order processing.
