I have 350w Seasonic psu;
With Samsung 840 Evo and micro atx board
PCIe wifi card. Amd a6 7400k and 16gb ram.
That's about it. Anyone think this will overdo psu rec requirements?

You won't even be close to your max wattage! You could probably run upwards of a R9 370 or gtx 960. Not that I would recommend it without knowing more specifics about your system.

4x120mm case fans, half powered (red-chosen over yellow wire swap molex-trick).
a few extremely low powered LED lights, MSI a68hm-e33, no overclocking.

ultimately what i want to achieve is a near completely quite system. so whatever 120mm fans are, will be reduced close to 15% of its maximum, and the case fans will be re-oiled with new lubricant.

currently the cpu fan is at 929rpm, and going to bring it down to 700rpm. i don't mind if the cpu raises by a few F degress.

system can open hundreds of windows and tabs on 4GB ram usage with 20-30% cpu utilization. thought about the A10, but looked at benchmarks and the A10 wouldn't achieve much more than what the power of the A6 uses.

currently just need 2 outputs from msi radeon card (integrated) and 2 more outputs from daughter graphics card, which the motherboard has been proven to support with PNY GT_730, which has a crappy fan, reason why I'm replacing it, and might as well just keep two Radeon cards together, to keep the system running on CCC instead of nVidia control panel as well (which I don't really mind either).

have a PCI slot (not PCI slot powered, but through molex) dual fan that would be helping cool the graphics card.

the ultimate end result, is to achieve and acquire - cheap priced, very silent system that will be running 24/7 with multiple window multitasking for an office.

pulled the PNY card, 'cuz it's lousy and noisy. thanks in advance for any input~

Ah in that case then there is absolutely nothing wrong with opting for a r5 730! If driving monitors is all you need then really there is no need to get a better card, and it would be nice to have the lower power requirements.

Just keep in mind that the 230 is an old architecture, a bit worse than the gt 730, and that AMD probably won't keep updating that card for very long. That last point probably isn't a problem if it just has to output a screen or video. Regardless, I would try it out since there isn't much else at that price point and it won't be working very hard.

If the performance is too low just return it, but I think it will work just fine for you!

installed the R5_220.

ended up testing it out, and the system starts up a little quicker because it doesn't have to launch the nVidia CCC. much more quiet, and after the driver installation from microsoft, it ran flawlessly.
as far as performance is concerned, the graphics environment runs very similar to the gt_730, since 3D applications are barely used, if any at all.

put this in it. swapped the yellow for the red wire on the molex, and the fans can completely shut off now. at max, the fans are near silent. lights on fan aren't affected much, but will turn off when the fans are completely powered down.

the fanless r5 220 runs 115 degrees F on speed_fan_4.51, the rest of the case is pretty cool.

had this cooling it, but took it out 'cuz it's junk. even with the red wire, it's still trash.
i oiled the fans with special chinese mobil grease oil, and they still have an annoying clicking sound like the PNY GT_730, which was probably their really low quality design, 'cuz i got the graphics card from best buy, got the vantec from micro center.

hours and hours of research for 4 display output rig. finally got something worthwhile after so many more hours of tweaking and swapping hardware.
