That's a very thoughtful and well-supported report. She clearly was unfit for this line of work.

Indeed, her behavior was so strange, I'm tempted to conclude that this actually was motivated at least in part by racism. I'm the last to conclude that with these police incidents, but it's difficult to find a rational explanation here. She also apparently has a history of making disparaging remarks about black people.
Something is indeed very strange about this situation.
Notice that as the video starts, you can't even see that the man is holding a golf club. Yet the officer is pulling the car over to the curb to deal with this man and then asks him to drop the golf club. That means there's some earlier video footage that's missing here, when the officer first sees this man with his golf club. Or maybe the officer didn't turn on the video camera until the point at that we see in the online video.
I'm not saying that this officer's approach is remotely rational, but it's clear that something occurred earlier. Maybe the patrol car made an earlier pass by this man, and he raised the club (maybe to say hello; maybe to threaten; maybe not indicating anything at all). But the point is that there's something that obviously happened before the start of this video.
If I read the termination notice right, she circled the block after she thought she saw him swinging the club and heard a metal on metal sound.
