Another quick question... will I still be charged seller fees by ebay even though he is returning the card to me.

Yes, you can fight this, but it's not terribly simple nor quick. You have to wait until he sends the card back to you. If you test the card or see any physical damage to it, you can open a case against the buyer for fraud. Even if it was damaged in shipping, that's the buyer's fault for not buying insurance. However, I almost always pay for the insurance out of my own pocket. eBay seems to always overcharge the buyer for shipping as it must not be taking into account my discounts, so the insurance cost doesn't hit me that hard. Also, USPS now offers free insurance for up to $50 or $100 for Priority, which I believe depends on the package size. FedEx and UPS have always offered free insurance up to $100 and you pay per $100 after that.

I've sold plenty of stuff through eBay, and I haven't had many troubles. I had one person open a case against me, but it was closed in my favor when the guy realized that he gave me an old shipping address. Also, I didn't realize that you could tell eBay to not allow certain areas to bid on your items. I set all of that up in the shipping options, but not the bidding options. So, I had to wait a week for some guy in Brazil to verify the cancellation of an auction. :|

Yes, the cancellation process should refund the FVF based on how much you refund to the buyer.

I've had more problems with buyers in the past year than in the previous five years. Once a buyer claims the item is "not as described", you'll probably get screwed regardless of your refund policy.

Make sure to communicate everything through ebay and offer him a full refund upon receipt of the item back. Do not offer to pay shipping charges (unless your return policy sasy that you will). When he escalates, respond to ebay stating that you are happy to give a full refund, no questions asked, once the item is returned to you. They will likely give the buyer a label to return the items. Then the burden is on him to return it.

I've had one guy not return it, and a second guy left a part out. In both cases ebay eventually ruled in my favor. Just be prepared to let it take two months. Don't lose your cool with the guy or ebay.

It is possible, but I feel it is unlikely. I feel like I am being screwed and there isn't anything I can do about it.

There might not be anything wrong with the card even if he is having problems with BSOD. It could be an insufficient or crappy power supply that is not up to the task, an overclocked CPU that either never was stable or became unstable as a result of the increased load from the video card and possibly even a just bad driver.

I hope you took pictures of the card and recorded the serial number prior to sending it. In a case like this, you're probably going to get screwed.

Doesn't matter.

The guy will file a 'buyer protection' claim and get a refund regardless of if the item works or not.

I took VIDEO of a product working, me packaging it, and shipping it and the a guy filed a 'buyer protection' claim and eBay ruled in his favor (he lacked the technical expertise to operate what I had sold him) and they had him ship it back. I then took video of me signing for the returned item, opening the item, turning on the item, and operating the item.

I sent both videos to eBay and they 'reversed' their ruling against me but since they had the guy ship the item back they still took me to collections for the refund they issued him.

True - except that heatware allows you and your friends all to leave feedback for each other. It doesn't force there to be a transaction in place for feedback to be left.

I could say that because eBay only allows feedback to be left when a transaction has taken place is better because money has changed hands. Even if I am pulling one over and not really selling my item to a friend, I still have to pay eBay for the luxury of list/selling the item.

Both systems are different, neither is inherently more trustworthy than the other. Selling something sight unseen is always a risk for both the buyer and the seller.

The reason I never started selling items here is because people without any heatware, I needed to ship the item before receiving payment. That is just bass ackwards in my mind.

I have been buying and selling things through newgroups, forums, craigslist and ebay for a long time (20+ years) and I have only ever been ripped off once (maybe twice). In that one case, I contacted the police and they pursued it. The guy now has a warrant in my home state for his arrest - given that he doesn't live here means that it doesn't amount to much. The second case I believe they pulled a fast one on me (by buying a working model and sending me their broken one), but I have no proof and just let it go.

Meh, you can buy a bunch of really cheap items to pad eBay feedback too. Although it would cost you something, you don't need several accomplices to accomplish the same thing Online with heatware.

When I was blocking people outside of my shipping areas from bidding on my items, I saw that there were plenty of other options that you could choose. I don't remember if there was a minimum feedback score option, but you could block people if they had any negative feedback within... I think a month. It might be something worth looking at.

One of the reasons I do not sell on ebay anymore. Well, at least high value items (50$+)
PC hardware goes on FS/FT, not perfect but a much higher chance that the buyer will know WTF he is doing.

I dont want to waste my time our money on some dipshit shotgunning hardware because he has an issue with his PC and can't find his (_+_) with both hands.

Last straw for me, I sold a couple battery packs for RC Cars.. It was only about $30, shipped USPS with delivery confirmation.

Package showed up as "delivered", confirmed by USPS to his address. Buyer opened up a claim against me and won.

I agree - eBay long since stopped caring about the seller. They choose to protect the buyer years ago - that was when eBay stopped being a good place to sell stuff you might sell in a garage sale. It is now largely a store front for bigger sellers.
