Trump doesn't have to personally video tape himself saying, out loud, for example "Russia, if you're listening, I hope you're able to find the 30,000 emails that are missing. I think you will probably be rewarded mightily by our press", in order to be involved in Russian meddling.

I’d be comfortable with something like what happened with China. Basically start fucking around with Russia’s shit, then make an agreement to not fuck around with each other’s important shit.
I remember that was Obama’s response to the Chinese probing our power grid and air traffic control. We started to probe their banking and hospitals.
