Serious Problem with my OS

Hi, I am having a huge problem with my OS.
My specs are : core i7 4771 , 16 GB DDR 3 , GTX 760 , 4 TB HDD , 256 GB SSD dedicated for Windows installation.
I have a legit copy of windows 8 . I upgraded it to 8.1 from store.
Now my OS is super slow. I have a dual monitor setup. For example if I am watching a blu ray movie on VLC or Media Player Classic and I open Chrome on the other monitor , the movie lags like hell and I get buzzing high pitch sound from the speakers due to the lag. It continues to lag .
I tried to open other browsers while watching movie but same thing. I cannot do more than one thing at a time but I think my cpu is capable of doing it.
The softwares which are installed in the system are CCleaner, Super AntiSpyware, Avast Internet Security .
I just formatted the PC approx a week ago. Also when I am trying to open Chrome, it takes like 2-3 seconds to open. Any application I try to open , takes some 2-3 seconds to open. Its like super slow like a pentium 3 pc .
Also my mouse sometimes lag while I am trying to move the cursor. It literally teleports from one corner to another.
Anything I am trying to do is super slow.

Can anyone tell what is the problem and how to solve ?

The first thing that pops into my head it that drivers may be missing for your installation. Go to your motherboard manufacturer's website and download the Intel Chipset software (INF).

I'd physically check the video card honestly. If you're getting buzzing high pitched noises when you start to tax it and inconsistent video performance even on the desktop, there's a good chance there's a blown or burnt capacitor or something.

Do a clean install of win 8.1, sounds like the update process didn't go smoothly.

Have you run any tests?
I would test memory...

Also what does task manager says about CPU and memory usage?

If you did a clean installation just a week ago and you ended up with these problems perhaps it's better to do a fresh install again. And as Elixer said, better install 8.1 directly. You can download the ISO from
http://windows.microsoft.com/en-US/windows-8/upgrade-product-key-only

If you only did the 8.1 update a week ago I suggest you try the recovery options in PC settings.

I wouldn't rule out any hardware problem or driver conflict.

Windows 8.1 has a really neat feature called refresh that will roll the os back to a clean install without having to reinstall and reactivate it. I ended up having to do it on a clean install of windows 8.1 pro x64 because it mysteriously became buggered. Did you do a uefi windows install or is it mbr?

What make/model of power supply are you using?

I took a backup of all my data into my 4 tb external and then formatted all the drives and SSD and changed the SSD to IDE and did a fresh installation of Windows 7. Everything looks good now. I will be monitoring the behaviour for sometime more.
And I am using 700 W Cooler master .
