Server side form validation

Right now I have several forms in a table that use either a button or an image link that people click to navigate to another page. I have a an "agree to terms" checkbox in each form and a javascript validation to check that the checkbox is checked for that form before linking takes place. But this won't work if javascript is disabled.

I need a server side method. Can someone tell me how to do this with PHP. Or preferably, how do I have just one "agree to terms" checkbox that will enable/disable all the forms on the page, instead of one for each form.

It's important to have the validation on this form and not have an agreement to terms before linking to this page.

This is probably the simplest way to do it server-side. Have the form direct the output to a page containing this code.
