It's not sounding too good right now, I'll have to admit. The problem is, it might well be the motherboard and not the CPU. Assuming you (or a friend) don't have a MB to test the CPU in, nor a CPU to test in your system, you can do one of a few things.
1. Take the cpu to a local shop and have them test it. That will tell you with some certainty what is going on. However, I would stress that you do not mention ANYTHING that has gone on with your build so far. Just tell them a little "white lie" and say you just got this from a friend and want to make sure it's good. That shouldn't be too expensive.
2. Do the same thing with the MB or maybe take both in at the same time.
3. Flip a coin and decide which component, the CPU or the MB you want to return first. In all honesty there's justification for both items being bad. If the RAM was missing in a MB, it should've beeped; same with the video card. However, if the CPU were bad you could have the same symptoms.
4. Return both the mb and the cpu for replacements.
Take no offense but I have to ask. Are you absolutely sure you hooked up the PSU correctly in your last tests? Did the heat sink fan spin when you tried this time? If applicable, did you hook up the fan connector for the HSF to the correct connector on the MB?
