shorted?

I am trying to fix a pc for a friend of mine, the following is what happened...

Directx wasnt working on his pc, and he didnt have anything on his computer he needed saving, so i installed XP Professional on it, everything worked. He got home, plugged the mouse in, and the pc didnt work, resetting the cmos fixed this. I could boot fine with it and everything worked. However, when he brought it home and plugged it in again, it wont work AGAIN, and the cmocs jumper reset doesnt fix this. I need a detailed as possible, some sort of checklist, that i can go through to see what is the problem, i dont but i could in the future, have an extra ps, or mb to try out.

Is it making any sound? Do the fans spin? Where does it fail to boot at?

Is the processor set up right in the bios, and the RAM settings correct?

i dont hear anything when i try and turn it on, the ps fans dont spin(they didnt before i did the jumper reset either though) the processor and ram settings were setup correctly after the first jumper reset i did, they worked fine, until i gave it back to him.

Maybe the power supply has a connection that keeps getting jostled loose during the moves. My first step would be replacing the power supply, but hey, that's just me.
