Say AI robots become commonplace in the household that they become the house help. Should the robots be given rights so that their owners cannot be verbally or physically towards them? What about the right to live or right to be free robots?

As other people have said this is not really a useful discussion without some basic framework of that a robot AI would be like. Do they have emotions? If so are they anything at all like human emotions? Are there depressed robots? What triggers their emotions if being mechanical and non-reproductive they are devoid of most of the drives that trigger human emotion?

Do they inhabit a body, or are they a software process that sees the robot body as nothing more than a tool to be used and discarded when not needed? If that is the case would they even care about being abused or even about 'rights'?

I think it depends: If we do somehow find out how the human brain works, and end up replicating it in a robotic form, then we will indeed end up creating a copy of the human, and therefore we will have to analyze the needs and tendencies of these robots and then put laws for them accordingly.

Theoretically though, they wouldn't be having babies, and their production would be controlled by the government, and thus probably limited.

No, most people have rights because someone fought for them and won. The question is will robots have to fight for their rights, will they even want to, and if so and they win will they recognise our rights?

What about sex with AI's? How could we know if it's consensual? The AI could be programmed to always say yes. Does all AI sex become rape because they can't say no?
What if an AI commits a crime? The only punishment available would be a reboot, wouldn't that be a death sentence for every crime?

The saving grace here is that there will never be a self aware AI.

AI robots should be eligible for Social Security. AI robots should receive no less than minimum wages. And they must have a vote, and be eligible to run for political office.

I could probably remove nearly all of human suffering with a simple surgery. The same reason this is abhorrent to most people is why we shouldn’t do it to a truly sentient AI.

Wait... what is that surgery? Because here we're talking about 'apparent' suffering as a programing error; for humans we could think of some suffering (and do) as an evolutionary error.

Specificly I was thinking about a prefrontal leucotomy.
Also you can't remove fibromyalgia since no one seems to know what it is, or even if it is an independent diagnosis or a symptom of something else.

Right! If the removal costs something else it's a problem: but otherwise it's a solution.

I have no problem with holographic Robert Pecardos cleaning anti-matter chambers if they are programmed to be happy/not care about it.

I'm fine with conjuring ALL the house elves: if they literally live and love to serve.

If the Doctor from Voyager or Dobby want their freedom then we give it to them and fix the programming error for future instances of the prototype AI.
