Should I charge my roommates for eating 6 bowls of Bowl Noodle Brand Ramen, and drinking most of my water in my water cooler while I was away from my apartment for a week?

Sure, It sounds jacked for me to charge:

0.55 cents x 6 = $3.30 Ramen
7.50 cents x 0.5 = $3.75 Water (half of a 5 gallon)
$7.05 total

but this is my stuff, and when I bought this stuff, they were insulting me over how "korean ramen" tastes terrible and a water cooler is a waste of money. Yes I got roommate problems, no I'm not going to try to work it out, its worthless if you read my other posts.

$7.05 is a little money for some, but to others that is a meal or 2.

I would charge or make the roommate rebuy the stuff for you now (Since it appears that is what you did for your roommate) since you are back and wanting it.

IMO

My policy was always to let my roommates use my food/detergent/whatever, but I made the stipulation that when I was going to use some of whatever myself, there'd better be enough left over for me. With only a few exceptions, things were always replaced in a timely fashion.

I personally didn't like Korean brand that much.... too spicy for me. I had good luck with Taiwanese & Japanese type.... Chinese is almost non existence.

Looks like it was a waste of money... you're wasting it on your roomates.... when that jug is empty, fill it with tap water and pee a bit into it, it'd look like you purchase a new cooler... see if they would still drink from it. For better effect, take it to your car and bring it back in.

Umm, been there, done that. They've also used up my box of washing powder and dryer sheets. Not that i'm butthurt over 7 bux, its just that they never replace anything! I stopped eating snack foods because of this. (which is probally good anyways).

I wished it work this way. I tried for about 5 weeks, but after my box of washing powder wasn't replaced, my box of dryer sheets wasn't replaced, my collection of frozen food wasn't replaced, then 50lb sack of rice was geting raided without a fair compensation for usage of my rice, my bread and other supplies in the fridge never replaced, they drank my booze and haven't replaced.

I try my best not to offend anyone. But I'm offended that items of mine are taken and not replaced in a timely manner. If they didn't start before, why should they start now?

Stop being nice. Stop being afraid fo confrontation. Tell them to stop eating your food. If they keep it up make a pan of ex lax brownies at a friends house and leave it in the dorm room with a note saying don't eat. Keep doing stuff like that (spike laundry detergent with powdered acid) until they are afraid to touch anything of yours.

The big thing was what rahvin said about not being afraid of confrontation. Just tell them, you don't have to be a pr!ck but you don't have to be worried about a backlash, either.

Unfortunately, this also means that there's very little likelihood that if you start billing your roommates, you'll be able to collect anything from them.

You didn't mention if you were living in a dorm or an off-campus apartment. If the former, you might be able to talk to your RA, either for ideas on how to handle the situation, or perhaps even to directly mediate it. If you're off on your own, you may just need to keep your consumable posessions under lock and key.

Ultimately, if your roommates refuse to respect your things or your opinions, you may want to just go ahead and deal with the consequences of lease-breaking. The additional expenses you incur sound like they'll break even with having to buy extra stuff for your mooching roommates.
