Should I upgrade my GTX760 to 770 or 970?

Keep an eye on the used market, I'm pretty sure you could snag one (970) at around $250. Lots of people dissatisfied with the memory fiasco of the 970. Use it to your advantage, just be patient. And of course, 770 isn't a worthy upgrade for ya. DSR requires tons of GPU power.
I've not seen a used 970 at around that price, but closer to $300 yes. If it were around $250, i'd be advising the same. Higher retail prices are ensuring higher resale prices. Plus it is still a new card, problem or no problem, so people are charging more.

The resale value of the 970 is coming down, not going up. In 1 month, there will be cards closer to $250. Now you can easily find one at around $300. If you're okay with buying used stuff, though. Hell, you can buy two BNIB EVGA 980 for just $900, or $500 each. If you don't like CL, there is FS/Trade section in this forum and also eBay. Just wait for the right deal. If you're not in a hurry, there is no reason to pay retail prices, imo. I say, 'spread' the costs.

I would tend to agree to the suggestions to wait a couple months if you have no pressing need to upgrade at this point. AMD should finally have their new cards out in the summer, and if rumours are to be believed, Nvidia is sitting on their answer already, just waiting on the manufacturing processes to mature (and to have a competitive reason to release a new card, since they are only undercutting themselves at this point with a new release). Even if Nvidia doesn't have a new card ready to go to market for AMD's release, at the very least you will see price cuts.
