I'd suggest wait until after Thanksgiving at least, because that's when they should have some good deals. I really doubt the price can do down much more. AMD is loosing pretty badly right now and it does not give Intel incentive to cut price too steeply.
After buying and upgrading computer parts for past 10 years, my experience is that on average there is not a "best" time to buy tech parts, especially computer processors. Basically you should buy when you need to buy and not before, and certainly not after you really needed it. If you don't think you missed having that processor, then you didn't really need it. Sooner or later, the CPU you buy will drop in price and be replaced by more advanced processor, so there's nothing you can do about it. Just go with the flow and spend the time to devise the strategy to how best to get mothboard/processor/memory combo so that you have room to upgrade in the future.
