Continuing from this thread, I isolated the problem to the motherboard so I figure I'd ask this question in this section.
Basically, the MSI B450 Gaming Pro Carbon in my brother's PC has a problem with its power delivery to the CPU. In order to be stable and run the CPU at full speed, it needs to run with XMP disabled and memory set manually to its rated 3200 MHz, a +0.05v CPU offset, and PBO enabled. I figure that's enough to RMA the board, but my brother is reluctant since technically it can still run at full performance. Should it be RMAed though? Is there a long term risk with running it at those settings?
