Should we recall all governors whose states have a deficit?

Wow! Check out TX FY2004. Yup, states have by golly fixed their dang deficit, pardner.


Texas
FY 2003 Budget Deficit (millions of dollars) = 0
Deficit as Percent of State Budget = 0%
FY 2004 Budget Deficit (millions of dollars) = 2,500 to 8,000
Deficit as Percent of State Budget = 8.2% to 26.2%

It is estimated that Children's Health Insurance Program (CHIP) will need $32 million and Medicaid $122.1 million in additional funding to balance the budget.

I understand that (and the article wasn't that long ago), however it still illustrates my point that plenty of states were and are continuing to have budget shortfalls. Texas, like many states, face the prospect of either raising taxes or cutting services. I understand that TX chose the "cutting services" strategy. I don't really see how CA is really any different. CA State repubs have blocked any prospect of raising taxes, so it's pretty clear what the alternative is.

Here is a plan for you fiscally weak states

It limited state expenditures, established new reserve funds, and provided a mechanism to maintain those reserves.
The state expenditure limitation requires that the Governor recommend and the Legislature adopt a budget that spends no more than 99% of net general fund revenues (basically all of the state?s revenues collected in a fiscal year after subtracting out tax refunds). This helps guard against spending all of a state?s resources in any year. That way, there is a cushion in case revenues do not meet expectations or unforeseen events require larger than expected appropriations. The unspent funds are transferred to the state?s reserve funds.</a>

Too bad the current Governor seems to be abusing his position and tinkering with Budget funds after the Legislature passed the Budget:disgust:

But from having a surplus to going to a record 38 Billion deficit, as well as lying about it on the campaign for reelection, yup.

Democrat, Republican... whatever. I hold no party loyalty but Gray Davis should go.

As far as i know, services have not been cut. There was a 7% across the board budget cut, however I dont think that will translate into a service cut.

I think that the severe deficits have been stemming out from the rising unemployment. More people out of work, means less revenue in taxes in your state. I also believe that the problems in california(and everywhere else) are not anyones fault. He should stay in office. They could use the 60 million that it is costing elsewhere. .OTOH the current congress, senate and presidential offices should be recalled. The loss of jobs overseas might have been in the works for years, but the current government has the power to stop it, and they are doing nothing. If they made it either illegal or highly taxed and tarrifed then businesses would not be able to sell out the american worker. A very good example of this is a story that I saw once, but it seemed to dissapear with no ending. I'm sure that you have all seen the smart bomb technology in the news. Usually they show you a bombs eye view as it heads toward a building. You guys should place a guess to where they are not being manufactured anymore. Yes, folks they are being made in China right now. The company here in the US has shifted manufacturing of a classified ordinance to overseas. Now I could see utilizing a manufacturing firm in a ally country such as Brittain, or Germany. The story was on cnn a couple of months back. There was neither a peep or herrumph coming from the whitehouse mind you. Never mind the fact that the current President and all his advisors changed thier story on the supposed aluminum rods that came out of Africa, even since Bush now wants to give them humanitarian aid in the billions. Also never mind that the recent official CIA report has come up empty for weapons of mass destruction in IRAQ. They still haven't caught Osama bin Hidin either. Crap, they should have finished things in Afghanistan before committing to IRAQ. They certainly can't leave, but we can't stay either. The job market still hasn't turned around, and won't until consumer confidence increases. There should be a very large increase when the current non-elect, finds himself unemployed.
