I think its the reviews. I've dealt with a Shuttle in a clients computer and it was very nice (the problem was a burnt out video card..no mobo troubles). The reviews they get can be incredibly bad, and I'm not sure why.
FWIW I've had a couple of Shuttle boards, plus set up friends w/ Shuttle product, and they've always been solid performers. IMO the HOT-569 430TX board was one of the top performing 430TX boards ever made. I'm still running one in a box for my daughter.
And, Shuttle's the only manufacturer of mainboards that's ever taken the time to take w/ me and solve issues. Try that w/ Abit or Asus.
My wife's machine uses a Shuttle 661p w/600 katmai. Been at it for a couple of years, never a problem. It seems that if a board lacks just a little in the overclocking department, it gets lousy reviews. My favorite is the Aopen boards (they usually don't get great reviews either) but are very stable. I have not however run boards of any make using via chipsets (BX only).
I like the AV11, it's a pretty stable socket 370, But the AK10 socketA, has some real issues, mostly regarding the ac97 and Pci bursting. All in All pretty decent budget boards, but as far as budget goes, give me a Gigabyte any day
