The idea works but paying $30 for the thing is ludicrous. I got a device that does the same thing (probably still have it around somewhere) on closeout at some store for like $5. Then it was worth it as that's about the cost it would be to make something like this. Really it would be a simple matter of getting the following parts:
Suction cup (to attach to top of can)
12V Motor (or lower voltage if need be) to turn the can (duh)
Some kind of container to hold the can & ice
Simply attach the motor to a swingarm on the container and attach the suction cup to the end of the motor. Then you simply put the can in the container, surround it with ice, drop the motor & turn it on.
That's if you're lazy and you need to have something mechanical do it, same principle works if you insert it into a bucket of ice or some other container, twirl it with your hand for about 30 seconds and you're good to go.

it does sound weird, but they do it in east asia... malaysia, polynesia, philippines, indonesia, etc. they pour a little beer at a time in a scotch glass with ice (beer on the rocks?). not too bad actually... but they do that cause the smaller stores don't sell cold bottles in quantity-- electricity is expensive.
