The wind decided to separate some of the the siding from the brick on my mom’s house. Some of the foam board came off pretty easy and the black adhesive is show.
Should the siding even be replaced or should it be all removed for the brick exterior.

it looks like the brick is just the joint between the row houses, the black is tar paper, probably over some plywood or 1x sheathing that the siding was nailed to. it sounds like you should just call your insurance company and have them fix it.

attached houses used to be built like this, with a brick wall between the homes all the way up through the roof to stop a fire from going between them. newer attached homes use several layers of sheetrock for this purpose.

Yeah, it some wood material or something. Feels kind of moist and soft in the area of failure though.

That looks like a rough installation job. However, I don't want to cast the first stone. I don't know all the best practices for installing siding. However, I do know, it should not come off =).

I'd install it back on (or, file a claim.....depending on your deductible). Looks like the brick is just for structure, not looks

The gutter used to be connected with the neighbor's but they cut theirs maybe four or five years ago when their nails separated and capped the right side. I don't know if the pitch might cause water to overflow into the failed area.

and you/they just left it? probably need a downspout there. someone will have to get up there and see if the sheathing is ok, replace the tar paper with tyvec and nail the siding back on. then put the gutters back how they used to be, or cap yours and install a downspout. where is the nearest downspout? does the neighbor on the other side water all go to the cut gutter? this is an issue you must resolve, as it could lead to serious problems down the road.
