High airflow, high static pressure, low noise, low cost in the same fan = impossible.
That said, some fans are better compromises than others.
If you can afford them, Scythe AP-14 Gentle Typhoons are very quiet for their airflow; or AP-15 (1850rpm) if you can tolerate mildly higher noise. If you are okay with lower static pressure then Cougars are good... get the Vortex or Turbine if you don't need horizontal mounting. Also good are Cooler Master Sickleflows (good airflow, reasonable noise). Last but not least, a great balance between decent airflow and noise (and cost, and static pressure) is the Arctic F12 PWM at 57 cfm and reasonably quiet operation.
