Yup, and at the very least download the NAM. It fixes a ton of network transit issues, and adds a ton of new pieces to the game. I don't know if it's hosted there anymore though, it might only be on
www.sc4devotion.com, which is another very active modding site for SimCity4.
Graphics-wise, SC4 isn't the greatest, since it's 10 years old, but it's not horrible either, just look at the city journals at the simtropolis forum, here is a random set of screenshots I found in one of them just now (it's farmland not a city area, but there are plenty of journals with big central business districts also):

And I love overhead screenshots of regions, especially when they aren't all skycrapers and it looks realistic:
The pictures are usually heavilly filtered in photoshop as you can probably tell, but the graphics on the game (especially with updated buildings you can download) are still pretty decent.
So yeah, to me SimCity4 is still very playable.
