think you're giving too much credit to maxis, they still made the game with ridiculous small city sizes which beyond the online only crap is one of the biggest fundamental problem with the game.
One of my complaints about SimCity 4, and the main reason I didn't play it nearly as much as I would have liked, is that it was a resource hog. I had a pretty decent computer for the day and playing the game on a city with 100k population made it chug like molasses. If I didn't move the screen around, the date would advance just fine, but scrolling around induced horrible lag. A lot of people complained about the same issue back then.
So you break the city up into small chunks and work on each one individually, I guess.
Of course, that's a bit of a stupid argument because we have multi core processors and gigs of ram now, which could much more easily handle those things.
