Thing is even handi-marts have to have handicap access but that spot is not even closest to the front door. Different story if a disabled person had to park at the back of a huge Wal-mart because some douche was taking the spot illegally. I know, my wife is handicapped, if we stop at a convince store I just go in. I've never seen them used at this type of store though, grocery + retail yes, all the time, and I'd be angry if someone took a spot without a placard.
